Manhattan Island was part of the land governed by several native American
tribes, then it was a British colony, then it was an independent state
confederated with 12 others, then it was one of the United States.
Recently with NAFTA, New Yorkers have found that in some ways they are
part of larger, 3-country entity. Someday they may be part of the Union
of North American nations. Someday, it might be a self-ruling city state,
like Hong Kong.
Land is never owned by governments. Governments are owned by the citizens
and can be dissolved, reformed, and merged.
In other words, being "a part of China long before" 1950 is not relevant.
