In western democracy, most of government resources are wasted on
public and parliamentary debates. Once the decision is finally
reached, it's time to raise new taxes because there is no more money
to implement the decision.

In China, the decision is easily reached by a thorough investigation
and expert evaluation. All government resources can be used on
implementing the decision swiftly and effectively. If problems happen
afterward, then the decision to correct them can be just as quick and
effective. There is only minimal government waste, thus the most
efficient modern government so far.
