It may already be too late. I know some years back, Time re****ted that
China had only one nuclear submarine, and it was in dock for repairs.
Now, sources on the Web seem to say that China has quite a few such
submarines. Recently, someone was convicted of spying in the U.S. for
helping to send China information on how to make submarines quieter -
and Russia, which got a special milling machine from To****ba illegally
to make quieter propellers for its submarines some years back recently
sold China equipment to make submarine propellers.

I would love to see the U.S. have the option for a pre-emptive strike,
followed up by regime change, in China. But China is a lot bigger than
Iraq, and Maoist guerillas can be as annoying as Arab terrorists.

The temptation to hope that we can all just muddle through, even if
some small groups of people... whether they be Czechoslovaks or
Tibetans... suffer is very strong when the stakes of war are so high.
