You are confused, probably because of your experience growing up in the
PRC. Dictators and emperors (like Mao, etc.) could indeed just declare
whatever, it becomes law.
President Chen is the elected president of a democracy, with limited
power, that are checked and balanced by 4 other branches of the national
government.
He does not have the legal authority to declare independence, and the
other 4 branches would invalidate any such declaration.
