No, and it doesn't say he can't marry a pig.

The reason it does not list all the things he cannot do is because of the 
structure, the essence of the ROC Constitution.

It is a constitution of limited powers.

It lists what the president can do. He cannot do anything that is not on 
the list of the things he can do.
