How to prevent the oil price from falling?

Not so many years ago, it was about US$29 per barrel and the price keeps 
falling now to US$120. Nearby countries should  start digging underground 
and siphon off oil from these cartels. What about those oil reserves in 
Alaska where the US have been bragging about?
