I am a naturalized US citizen. I am from Shanghai, China. I
received my Ph.D. degree in History from the University of Wisconsin-
Madison
in
December 2000. I have no criminal record. The legal do***ent
indicates
that I have never been a suspect of any crime. But s since November
1995, my basic human rights have
been seriously abused by police officers of the Madison Police
Department (hereafter MPD), individual police officers in the State
of
Maryland, the Secret Service Agents in Wa****ngton DC and individual
New York police officers when I have lived in Madison, Wisconsin,
Maryland, Wa****ngton DC and New York City, respectively. I have been
living in New York City since March 2001. In addition, I assume that
the
police officers also have had many civilians involved in the alleged
crimes
against me. The abusing of my basic human rights is continuing now.
The cops have been behind the harassment conducted almost every day
in
the daytime or evening or both since November 1995. The harassment
has
been also often conducted overnight to keep me from sleep. The
methods
of the harassment include sirens wailing, the noise music, telephone
harassment, motor vehicle's noise, honks, neighbors' noise, etc. In
New York, they allegedly have being had other tenants in the same
house
to aggressively make noises in the middle of the night to keep me
from
falling asleep for a great number of nights.
In addition to harassment, the police have inflicted a great many
other
alleged crimes. Here I can only very briefly account part of that. In
April 1997 in Madison Wisconsin, the cops were behind four
very serious incidents in which I was a victim. One of them was an
attempted murder. After I appealed to Mayor of Madison Susan Bauman
for
an investigation, in early June 1997, the MPD negotiated with me,
asking if the investigation found only an officer had done these four
incidents, whether I would be satisfied? I replied, "No." Thus, it
said
that it would not conduct the investigation. (In April 1999 when I
lived in Wa****ngton DC, the MPD promised that after I returned to
Madison, it would start an investigation to find a MPD officer
responsible for the four incidents. After I returned to Madison in
May
1999, it broke its own word.)
The cops were behind three car accidents in which I was a victim. The
first one occurred in Wheaton, Maryland in April 1998 when I lived
there. The police used a young Hispanic to drive his car hitting my
one
behind and resulted in my injury. Then the police fabricated
insurance
policy number for the suspect twice. The second car accident occurred
in Madison, Wisconsin in June 1999 and my car was seriously damaged.
I
could be either killed or injured in that car accident; it
was merely lucky that I avoided either of them. The third car
accident
occurred in Madison in April 2000. I was injured again. Hard evidence
indicated that the police also were behind the second and third car
accidents. I have been enduring serious sufferings and now I am
regularly visiting chiropractor for the injury.
In March 1998 in Maryland, the cops were behind an incident in which
one of my car's tires was slashed by a knife for 6 inches long, and
then took a series of measures to cover up that. On September 10,
1998
in Maryland, they used a young black man to rob me on the street
mainly
in order to intimidate me. Afterward, they successively used two
entirely unjustified excuses and a lie to refuse conducting an
investigation. They also tampered the original police re****t,
deleting
all information regarding the suspect in order to justify their
decision not to conduct an investigation.
During the two periods from mid-October 1998 to mid-April 1999 and
from
mid-July 1999 to the present, I have been posting my story regarding
the police misconduct at least once a day almost every day to two
news
groups on the Internet. But the police have blocked my story from
being
seen by the public. They tampered my e-mail messages and my password
and sometimes blocked me from sending or receiving e-mail messages.
They sent death threats to me on the Internet in the
past years. When I have been living in New York, they sent a few of
them to me.
In March 1999 when I lived in Wa****ngton DC, the Secret Service
Agents
there illegally came into my home and handcuffed me (without search
warrant or arrest warrant), forcing me to go to the St.
Elizabeth Mental Hospital and locking me there for 7 days in order to
prevent me from staging a second hunger strike before the White
House.
In the Mental Hospital, Doctor Walters, who told me that he did not
think I had any mental problems after he had participated in a mental
evaluation of me, warned me that if I go to stage a hunger strike
before the White House in the future, I would be sent back to the
mental hospital. The Secret Service Agents also fabricated a lie that
I
had threatened to kill the President of the United States. I did not
do
that.
Since July 1997, the cops have allegedly been behind a great many
incidents of stealing my mail and newspapers in Wisconsin, Maryland
and
New York City. In April 1998, Lt. Robert Muehlenhort, head of the
Rockville Police Station of the Montgomery County Police Department
in
Maryland at that time, actually, if not formally, admitted to me that
the police had committed mail fraud against me through the Post
Office.
In New York City, I have lost a great many pieces of my mail
and newspaper.
The police allegedly have illegally taped and recorded all my phone
conversations, including the period I have been living in New York.
It
is certain when I lived in Ms. Jo Ann Michie's house in Madison,
Wisconsin during 2000, Ms. Michie illegally taped my phone. I believe
that it was the police who illegally taped my phone through Ms.
Michie.
The police have also allegedly blocked my phone line from going
through
from time to time. In New York, the cops have allegedly even cloned
my
cell phone.
The police put stools on my new towel. On July 18, 2000, Mr. Aaron
Michie, Ms. Michie's son at the age of 15, put stools on my towel.
His
"reason" was that there was no toilet paper in the bathroom. I
believe
that it was the police who asked Mr. Michie to put stools on my
towel.
The police have done wrongdoing with my car. On the evening of July
12,
2000, my car was towed and left before a garage in Madison due to the
battery problem. Then MPD officers stole the ignition key that I had
left in the ignition of my car. After I hand-delivered a re****t to
the
MPD, they stole it within the MPD before it could reach the
Self-Re****ting Unit. At first, the MPD denied that my re****t had been
stolen. When it could not denied that fact, it simply did not give me
any further response.
In August 2000, some three months before I got my Ph. D. degree, in
order to press me to give up the struggle for justice, former Chair
of
the History Department of UW-Madison Thomas J. Archdeacon warned,
actually threatened, me that I might be dismissed from the UW-Madison
based on a "decision" of the History Department fabricated by him,
although later on he failed to dismiss me.
In February 2002, I assume that under the request of the police, Dr.
Florenda Reandelar, who worked at the HIP Health Insurance Company's
James Rudel Medical Center in New York, did a medical misconduct
against me. I requested the HIP, the Office of Professional Medical
Conduct of the New York State Government, and the Crime Victims Board
of the New York State Government to conduct an investigation,
respectively. HIP broke almost all its major rules, conducting a
cover-up. The Office of Professional Medical Conduct and the Crime
Victims Board simply refused to conduct an investigation that they
had
the duty to do.
The police have used men to ***ually harass me. That includes an
incident occurred in New York. The methods are so low that makes me
to
feel sick to describe it. In addition, they have told other people a
lie that I am a gay. I am absolutely not a gay. The police have had
people to make written fabrications against me and paid for that. I
have got a copy of that. I am sure that MPD officers asked the person
to make the fabrications and paid the person for the fabrication. The
police or they having someone sneaked into my room, including my room
in New York, many times to do wrongdoing as I was not at home. They
have given me a lot of troubles when I have tried to rent a room or
apartment. In September 2000 they had a company not to offer me a
very
low pay job. Then the company and my previous employer lied under
oath.
In October 2003, I staged a hunger strike in Flu****ng, New York.
While
a Chinese TV station in New York re****ted my hunger strike with
sympathy, a Chinese newspaper called Sing Tao Daily published my
picture a correspondent took from my strike site with the slander
language.
In 1999, the police used the name "Joe" to send me a message as a
"response" to my story on the Internet, which could be seen only by
them, arrogantly acknowledging that they mistakenly targeted me in
the
beginning, and that their abuse of me began "with racism" and they
regarded that "as a practical joke." But when I told on them, they
became "really mad at you." It is true that all the violent crimes
committed by them occurred after I had told on them.
