The court is not just a place to deal with criminals. I suggest you learn
about the differences between criminal law vs. civil law and consitutional
law.

The government is not some monolithic entity that's entirely good or evil.
It's a bureaucratic entity, made up of various levels of people with their
own agendas and fallibilities. This is true both in the west and in
China.
