China annually gets typhoons hitting its East Coast that necessitates
the evacuation of hundreds of thousands. Unavoidable deaths from
these storms usually number less than 200. The infrastructure and
regional economy seems to recover pretty quickly that a year later you
won't find any evidence of the storm. Once a decade there will be a
major flood in the Yangtze. Over Chinese New Year China had a one in
100 year event when unusually cold weather froze several provinces and
closed all trans****tation. Power lines were down, landslides, etc.
Within China I believe natural disasters are handled quite well. In
such a large country as China there will be one somewhere every year.
Like you I'd like to see more prompt and more material help from China
on the Myanmar Clyclone and in future regional and global natural
disasters. With global warming these storms and disasters will also
happen somewhere in the world each year. My thinking is that the PLA
in unlikely to have to fight any meaningful modern war any time soon.
But China needs an effective armed force. Assigning the PLA a
peacetime Civil Defense role to provide quick effective relief
operations is an excellent way to keep that army in shape as well as
win friends.
