I think there is not a clear set of written laws but being afraid of
world opinion the individual policeman is able to tolerate things like
****ism.  See what would happen if a few foreigners promote the photo
of DL or FLG in the streets.  Thus the understanding may be that as
long as it is apolitical, it is sidelined.  As a result, the people
with moral causes don't have a chance to voice their grievance while
the trash elements are getting away scuff-free.
