This ain't a cultural genocide at all.

That Injian that shot the eagle was using a shotgun. A shotgun is not
a traditional Injian weapon. Shooting an eagle without using a
traditional Injian weapon should NOT be counted as a cultural
activity.

Wanna shoot an eagle and STILL be counted as a cultural event?

Use bow and arrow, or blowpipe, a piece of rock, or slingshot. Those
are the traditional Injian weapons.
