Are you saying that the rioters in Lhasa, the pilgrims being killed on 
Nepal border, and the multiple people being arrested for advocating 
Tibetan autonomy, are all undercover CIA agents? 

If so, why does China want to possess a nation that seems to be almost 
entirely inhabited by undercover CIA agents?

If not, it would seem that an awful lot of people in Tibet don't want the 
PRC there, CIA involvement or no CIA involvement.
