A lot of people emphasize the President (or Prime Minister) when they talk
about democracy. That is clearly wrong.
All sorts of local, city, county, state and federal offices are filled by
elections.
In addition, tax rates are set, bonds are approved, laws are passed or
amended. And so on and so forth.
