So you're not willing to accept video evidence you don't like? Is there

Well, the Chinese government admitted the incident, but claimed the 
soldiers acted in self-defence.

Also, an Australian was among the mountaineers in the party that 
witnessed the shootings. In his words, the Tibetans were "shot like rats".

I'd say Pakistan. A nuclear power in danger of becoming fundamentalist 
Muslim, that'd have to be their prime target. Or Iran. Or Indonesia. 

But I think the Americans know by now that they can't really control the 
situation in these countries by espionage. History shows that when 
they've tried in the past, they've usually either failed, or created a 
problem even worse than the one they set out to solve.
