No, it's not. Maybe it should be (saving lives is more im****tant) but
at any rate, it is *not* currently being forced on them as any kind of
"Western power incursion".

It is unfortunate that the junta is so paranoid. This partially
because of past Western colonialism, yes, but it is mainly because the
junta has much to hide. Regardless of the cause, the result will be
that many many will die because Burma cannot handle this on its own.
