At this stage ....

The operating assumption is that the unaccounted for are now
dead. And the focus ****fted from search-and-rescue to debris
removal, recovering and burying bodies. While it's still im-
****tant to keep fast work pace, in order to prevent outbreak
of diseases.

Unfortunately, time is no longer of essence ....

BTW: The Japanese team leader bitterly complained that their
     search-and-rescue dogs, are helpless in this of operat-
     ion. They're most useful within the first 72 hours. And
     do not have the trainings to recover corpses.  They are
     now preparing to return home.
