Oh, because the Katrina response, incompetent tho it was, was better
managed
than the Chinese one.
Sending tens of thousands of troops was the right thing to do. But the
soldiers lacked the tools or the training to provide high quality help.
The
US response was too slow in getting started, but once they woke up George
Bush (who was on vacation) and turned on his TV, he sent soldiers with
appropriate training and equipment.
In terms of loss of life, the Katrina rescue was (compared to China's) not
all that bad.
