The "strings" you complain of were to allow qualified staff to help in the

installation and distribution of the aid. That is not a "string" at all.
It 
is normal. Indeed even the CCP has learned the wisdom of welcoming foreign

aid.

Which is why I am puzzled by your defense of a bunch of thugs and goons

are imposing conditions that the CCP has decided are wrong.
