I don't think Mr Fung thinks earthquakes have direct political
significance. 
I think he is suggesting that many Chinese think that they do, following
the 
philosophy of Mencius and others.

And if he is right (that many Chinese think earthquakes have direct
political 
significance), then earthquakes will have an indirect political
significance.
