Well, no.

Suppose there is a system where the public officials can keep their
finances 
private and all policy decisions are made in closed rooms.

Compare that to the system where the finances of public officials are 
published for all to see and all meetings to set policy are open to the 
public.

The second system is better, regardless of the quality of the people
running 
it.
