Biologically, which also means "medically speaking" there are no races. No

patient is "black". No patient is "non-black".

Let discuss this in a concrete case.

There is a disease called Sickle-cell anaemia. "This disease occurs more 
commonly in people (or their descendants) from parts of the world such as 
sub-Saharan Africa, where malaria is or was common, but it also occurs in 
people of other ethnicities." Wikipedia.

In the days when medicine was more primitive, a doctor might have properly

used someone's skin color as part of the diagnosis process because the 
disease is transmitted genetically. Today a competent doctor will reject
the 
guess work inevitably involved with skin color and conduct appropriate
tests.
"Abnormal haemoglobin forms can be detected on haemoglobin
electrophoresis, a 
form of gel electrophoresis on which the various types of haemoglobin move
at 
varying speed. Sickle-cell haemoglobin (HgbS) and haemoglobin C with
sickling

In other words, a doctor who gives or withhold a medicine on the basis of 
skin color is, generally speaking, a quack.
