They did have problems with delay and refusal. Actually one of the first 
sources of aid on the ground was from the Republic of China, which sent a 
team lead by a monk born in Burma.

And every single source of assistance in this life-and-death situation has

been frustrated by the incompetence, recalcitrance and just plain
stupidity 
of the junta.

Every single one.

Once upon a time, I thought I understood Mr. Liu's reason for sup****ting 
these thugs -- namely that it provided cover for the CCP's own refusal to 
allow in foreign aid givers and foreign observers.

But the CCP quickly realized that these policies (and the deaths and 
suffering caused by them) were being re****ted live by Chinese media, and
that 
Chinese media was just not going to stop doing that.

So the CCP has done what the junta has not done: it has welcomed and 
expressed appreciation for both foreign aid and foreign aid givers
(including 
independent observers).

This (welcome and correct) change in policy by the CCP makes the junta
(and 
its sup****ters, like Mr. Liu) even more incompetent and evil.

Maybe Mr. Liu can't keep up with the changes in the CCP Party Line and
that 
explains his sup****t for the Burmese thugs.

Or maybe it is just that Mr. Liu has never met a tyrant he didn't like, 
regardless of incompetence and worse.
