Your ISP appears to be btinternet, whoever they are - presumably a British

ISP.  They probably give you a free home-page.  You can upload your file
to 
that using one of the many free FTP clients programs (I use CoffeeCup Free

FTP), and put a link to the file.

(It's just a page describing PS2 connections - small 136kB file as an 
example)
