I suspect he thinks he is writing beautifully-composed English. Quite 
possibly, he is one of those people who believes if he uses long words 
and complicated syntax, that he will sound super-smart and 
intellectually intimidating. Unfortunate, because he may well have 
something to say, if only he would say it plainly.
