Links though the "filters" the regime has imposed.
We all know that the Cuban internet access is heavily censored.
that is why it is referred to as mainly an "intranet".
The regime controls the gateway and blocks URL's as it pleases.
Even yahoo was blocked for a while.

They don't have to as that isn't how the "intranet" in Cuba works.
Cuba has an pure "intranet" (do***ents and data stored on their servers) 
and a gateway to the internet. Depending on your "status" you get more 
or less access to the real internet.
While for example students in a university get selective access, 
professors will have a wider scope.
Lots of papers have shows that Cuba's strategy is based on controlling 
access to the internet.
remember: you need a letter from the CDR to get allowed access.

Cuba doesn't "download" parts of the internet on an "intranet". That 
would be a total waste of space and download capacity.
The only one that tried to download the internet were the jokers that 
now run Google as they crashed the system of their university and decide 
it was better to write a search engine.

It all has to do with controlling access to information, with the 
"information apartheid" of the Cuban regime.
there never are "legitimate reasons" for these violations of human rights.
