the regime want to control the people.
Denying them freedom of movement is part of the totalitarian control
system.

A law similar to the apartheid "pasjeswetten" is used a lot in Cuba to
control internal movement and migration.

Freedom of movement would lead top a flood of people leaving.
No longer ther regime would control the flow, but the countries handing
out
the entry visa.
It also would deny the regime a lot of income from "paperwork".
