Politically impossible. The US Government would have lost the sup****t of 
every US citizen if it even offered a settlement that was not 
unconditional. Too many American lives had been lost.

No country could have done so under the same conditions.

You imply that had the US not developed the A-bomb, there would have 
been no (nuclear age) cold war. This is simply not true.
